DECLARATION OF EUROPEAN PARLAMENTARIANS
concerning the detention conditions of Abdullah Ocalan
It is necessary to draw the attention of the European Parliament
and other institutions of the community towards the health and the
detention conditions of the Kurdish leader, Abdullah Ocalan.
One needs to remember that today the Kurdish people is determined
to try to solve its problems by way of dialogue, without bloodshed
and by proposing political solutions. The Turkish government, however,
refuses any understanding and instead takes even more repressive
measures than before.
Since Mr. Ocalan had been captured and brought to Turkey in 1999
he is kept prisoner on the prison island of Imrali under rules of
complete isolation. The practice Mr. Ocalan is subjected to violates
his rights guaranteed by national and international laws and covenants,
in particular his right to defence as well as the basic rights that
every prisoner has.
According to his lawyers the actual practice follows a predefined
plan that is carried through with consistent rigour day after day.
Still manifold obstacles – bad weather as the authorities maintain
- continue to unfold with a view to seeing his lawyers or his family.
This is part of a practice of permanent isolation which is completely
unacceptable. His lawyers have repeatedly appealed to the ministry
of justice and other institutions concerned. These authorities,
however, did not authorise any improvement at all.
As members of the European Parliament we are very concerned about
Mr. Ocalan’s state of health. Therefore, we, the parliamentarians
who have signed this appeal, invite the President of the European
Parliament to see to it that the European institutions demand an
improvement of Mr. Ocalan’s situation.
We call on the Turkish government to respect the rights Mr. Ocalan
has in detention just like any other prisoner according to the regulations.
